Tricked into Slevery to the end of the page :- The truth regarding these charges is that previous to 1908 Bome thousands of labourers passed yearly through Hong Kong to the Straits under a warbal contract and entered into contracts on arrival. In 1907, 18.108 "unpaid passengers" arrived in Singe: ore from Hongkong to labour under contract. In 1908 the Straits Government refused to allow anyone from Hongkong to enter into a contract unless he went as an "ascisted emigrent". Assisted emigrants must lodge in licensed houses, must be in the Colony 48 hours and must be examined twice before they are allowed to go. By means of Ordinance No.4 of 1908 protection is afforded to thousands of men who previously received none in Hongkong. Part of this sum (ns to the corr-at- ness of which reference must be made to the Government of the Federated Malay Statma) must be reckoned as the cost of getting the coolie, say from the interior of Keengsl to Singapore.
